Benghazi Airport Project Unveiled


Libya has launched one of Africa’s most ambitious infrastructure projects with the construction of a new Benghazi International Airport, a US$1.3 billion venture slated for completion by 2026.

Positioned as a central pillar of the country’s Vision 2030 strategy, the airport aims to transform Libya into a regional hub linking Africa, Europe, and the Middle East.

The initiative is being led by General Saddam Haftar, whose leadership is driving a wave of national reconstruction efforts in eastern Libya.

The project, officials say, is more than a major transport development — it represents a symbol of national renewal and economic ambition.

A Visionary Infrastructure Drive
The new airport is being delivered by Libya’s National Development Agency (NDA) in partnership with Global Builders Company, a subsidiary of Terminal Group Holding.

At the forefront of the effort is Mahmud Elforjani, the NDA’s Executive Director, who is overseeing a portfolio of large-scale infrastructure programmes.

Elforjani said: “The new Benghazi International Airport is not just a gateway to the world — it’s a gateway to Libya’s future.

“This project will catalyse trade, tourism, and economic development, while showcasing the immense potential of our people and our geography.”

Spanning 24 square kilometres, the facility will be capable of handling 15 million passengers annually, with infrastructure designed to accommodate the Airbus A380. The site will feature a 125,000 square metre terminal, a dedicated VIP facility, cargo centre, and a 3.8-kilometre runway — the longest in North Africa.

The airport is one of more than 150 strategic projects underway under Vision 2030 Libya, a long-term development blueprint aimed at building a diversified, inclusive and sustainable economy. The plan is based on three core themes: A Flourishing Society, A Balanced Economy, and A State for the People.

The new airport will integrate with a broader logistics ecosystem, including the modernisation of Benghazi’s Juliana Free Zone and Port, as well as proposed trans-Saharan trade corridors and economic free zones designed to boost Libya’s connectivity with sub-Saharan Africa.

Designed by NRY Architects, the airport’s flowing rooflines are inspired by Libya’s desert landscape and the Mediterranean Sea, reflecting a blend of national heritage and global standards.

UK construction firm Octavius GB Ltd has recently signed a memorandum of understanding with the NDA, marking a new chapter in international collaboration.

The company’s CEO, The Honourable Richard John Evans, said the project signals major opportunities for UK contractors as Libya enters a “transformative era.”

Evans said: “This incredible mega project is positioned well as a strategic gateway connecting Africa, Europe, and the Middle East.

“We look forward to collaborating with Mr Mahmud Elforjani and his team, backed by General Saddam Haftar’s forward-looking leadership.”

While drawing on expertise from 12 countries, the airport’s impact will be primarily local. More than 2,500 jobs are being created during the construction phase, with training and employment opportunities focused on empowering Libyan workers and suppliers.
