Prime Minister Abdelaziz Djerad called on the governors to make sure to respect the regulatory deadlines for the issuing of town planning certificates or the notification of refusal driven by the competent authority, by strengthening the appropriate and periodic control and monitoring mechanisms, according to a note.As part of the measures related to the elimination of bureaucracy and the simplification of the procedures relating to town planning certificates, the Prime Minister’s Office instructed the governors to make sure to respect the regulatory deadlines set by the executive decree 15-19 of 25/01/2015 on the issuing of town planning certificates or the notification of refusal driven by the competent authority. According to the note, the governors will set up, at their level, the appropriate and periodic control and monitoring mechanisms.They also must implement, in every commune and under the responsibility of the governor or deputy governor, a computerized mechanism enabling in a first phase the follow-up by the applicants of the progress in the examination of their applications for town planning certificates, but also the formulation of appeals through an electronic address devoted to this purpose. Then, in a second phase, enabling the digitization of the procedures of the examination of files, said the document. The State’s services in charge of town planning at the provincial level must have access to this mechanism for a better monitoring, added the source.They also must initiate an assessment of the functioning of the current procedures for the examination and issuing of town planning certificates at the level of the concerned services, in order to draw the conclusions on the dysfunctions behind the delays that have been recorded so far, and decide on the measures to be taken in order to ensure the respect of regulatory deadlines set by the executive decree 15-19 of 25/01/2015.“In this regard, the human resource (officials and employees) working in the handling chain of town planning certificates must be assessed and strengthened and sanctions must be taken against inefficient staffs,” affirmed the document of the Prime Minister’s Office. The note underlines that the Government’s members are called to support the sectors of Interior and of Housing for the strict and diligent implementation of this note. The Prime minister pointed out that the publication of this note comes following the grievances presented by citizens and economic operators.
